Two deadlines of Union Home Ministry missed

JAMMU, June 24: Notwithstanding explicit directions from the Union Home Ministry for timely submission of annual Immovable Property Returns (IPRs), 26 IPS officers of Jammu and Kashmir Cadre including one Additional Director General of Police (ADGP) and four Inspector Generals of Police (IGPs) have failed to submit their IPRs for the year 2011 till date.
According to the official information, 1984 batch IPS officer of J&K Cadre P L Gupta is on the top of the list of officers, who have yet to submit the Immovable Property Returns (IPRs) to the Union Home Ministry for the year 2011. Mr Gupta (Additional Director General of Police) is presently holding the post of Vigilance Commissioner.
S M Sahai, 1987 batch IPS officer of J&K Cadre and presently holding the post of Inspector General of Police (IGP), Kashmir Zone is on the second place in the list of defaulters, which has also been displayed on the Union Home Ministry’s official website.
Rashmi Ranjan Swain, a 1991 batch IPS officer, who is presently on deputation to Government of India, Gulzar Singh Slathia (IGP Armed/IR), Sunil Kumar (IGP Security), Johny William (DIG Armed Jammu) and Syed Ahafadul Mujtaba (DIG CKR Srinagar), Basant Kumar Rath (CO IR 3rd Battalion), Atul Kumar Goel (SP Kathua) and Mohd Suleman Choudhary (SP South Srinagar) are also among the first 10 defaulters in the list of 26.
Ajeetha Begum, IPS officer of 2008 batch, Abdul Jabbar (Additional SP Kulgam), Udayabhaskar Billa (UPT District Jammu), Imtiaz Ismail Parray (SDPO Shaheed Gunj), S K R Mishra (SDPO West Srinagar), M S Dhillion (SDPO Bijbehara), R Mohd Bhat (UPT District Srinagar), Manish Agrawal (UPT District Srinagar), Rajiv Omprakash Pande (UPT District Baramulla), Patil Shridhar Daulu (UPT District Anantnag), Manick Raj P (UPT District Anantnag) are also the defaulters.
Similarly, SSP Jammu Prabhat Singh, SSP Reasi Raghubir Singh, Commanding Officer IRP 5th Battalion Deepak Kumar Slathia, Commandant JKAP 4th Battalion Amjad Parvez Mirza and SSP Security Kashmir Rafeeq-ul-Hassan have also failed to file IPRs for the year 2011 and their names have been made public by the Union Ministry of Home Affairs.
It is pertinent to mention here that the Ministry had asked all IPS officers to submit their IPR for the year 2011 by January 31, 2012, which was followed by another missive asking them to submit their returns by June 18, 2012. But despite the expiry of both the deadlines these officers of J&K have failed to adhere to the directions.
Earlier, the IPS officers were complaining that they submit their IPRs in time but the State Government fails to send the same to the Ministry but presently they cannot make such an excuse as the MHA has been categorically asking the IPS officers to ensure that the copy reach the Ministry within time and if they feel there was a delay the same should be informed to the Ministry.
In the absence of AIPR for the year 2011, vigilance clearance will not be granted and thus the IPS officers will not be considered for any service medals during the Independence Day this year.
It is worthwhile to mention here that Union Home Ministry had already warned that in case of default, the names of IPS officers would be made public on the Ministry’s website. It has also directed the officials to ensure that phrases such as “same as previous years”, “no change” or “no addition” should not be used in filing these returns and instead full particulars of immovable property (inherited, owned, acquired or held) should be furnished.
As per the information available on the website of the Union Home Ministry, Uttar Pradesh tops the list of defaulting IPS officers as 81 of a sanctioned strength of 317 have not submitted the list whereas Odisha has an outstanding of only eight IPS officers out of 107, who have failed to provide the information.
Among other states there are, 76 of Karnataka, 33 of Jharkhand, 29 of Andhra Pradesh, 23 each of Maharashtra and Himachal Pradesh, 18 of Gujarat and 17 of Tamil Nadu.
