SRINAGAR, Sept 9: A two-day intensive training program on the Public Financial Management System (PFMS) for all Drawing and Disbursing Officers (DDOs) and Pay Officers (POs) of the Home Department, Jammu and Kashmir, began today at Kashmir University (KU).
As per a statement, the inaugural session of the programme was presided over by MK Sinha, ADGP (Headquarters), PHQ, who delivered a keynote address emphasizing PFMS’s crucial role in enhancing transparency, accountability, and efficiency in public financial management.
Sinha highlighted how PFMS streamlines financial transactions, reduces errors, and promotes good governance, stressing the need for officers to effectively utilize this system in their daily operations.
Rema Rokhum Lalremruata, Chief Controller of Accounts, Ministry of Home Affairs, New Delhi, also addressed the gathering, offering insights into PFMS’s functionalities and benefits.
He underscored the importance of accurate and timely financial reporting, noting that effective financial management is central to achieving transparency and efficiency.
The training is being facilitated by a team from the Principal Chief Controller of Accounts, Ministry of Home Affairs, New Delhi, along with PFMS experts.
The expert team includes Pankaj Kochhar, Jyoti Nagpal, Surekha Kumari, Balram Jain, Amit Khedar, Shubham Saini, Abhinav Yadav, Pankaj, Naveen Meena, and Pratik Asthana.
The program is organized and supervised by FA/CO PHQ Naila Zahoor and coordinated by Dr Maroof Naieem Qadri, Director IT, University of Kashmir.
PFMS, developed by the Controller General of Accounts (CGA) under the Ministry of Finance, is a web-based application designed to enhance financial management for the Government of India.
It offers modules for digital payments, receipt collection, accounting, reconciliation, and financial reporting.
PFMS ensures real-time reporting of expenditures and aims to improve transparency in public spending through effective cash management and direct beneficiary payments.
