Adhere to norms before taking up works for execution: JKCEGA

Srinagar, June 30: J&K Civil Engineering Graduates Association (JKCEGA) today advised all the engineers working in the various Government departments of the Union Territories of Jammu & Kashmir & Ladakh to follow the guidelines issued by the Finance Department while taking up the works for execution strictly.
In a statement issued here, the spokesperson of the association said that since there is a limited season for developmental works available in J&K, as such the engineers in past were being always pushed to the wall to take up the works on verbal instructions.
“…and on public demand without giving them enough time to follow the codal procedures like accord of AA, Technical Sanction, approval of the works program and floating of tenders which would always create a financial indiscipline in the smooth working of the departments,” the statement said.
The association held a meeting at its head office under the chairmanship of its President, Er. Farooq Ahmed and deliberated on various issues confronting the engineers.
The association has impressed up on all the engineers to ensure that all works are taken up only after the works program for the year is approved by the competent authority and “no work shall be taken up outside the approved works program.”
Besides every work shall be put to tendering process and in the event of the rarest of the rare case of an emergency, “prior authorization shall be taken from the appropriate competent authority,” it said.
The association underlined that the engineers shall completely avoid the verbal instructions of any higher authority. “Be it district administrations, the heads of the departments, superior officers or any public demand which do not have the prior TS and AA Accorded,” the association added.
The association also requested the district and divisional administrations of J&K & Ladakh to not to issue on spot verbal instructions for executing any works which are not part of the annual works program which will be out rightly refused to by the engineers.
