Warns of action, says it is facing embarrassment

Srinagar, Feb 14: Warning strict action as per the rules, authorities in district Ganderbal have taken a strong note of the absence of district-level officers from the Block Diwas Day organized every Wednesday for speedy disposal of the grievances of the general public across the district.
Officials through a communication issued today said it has come to the notice of Deputy Commissioner Ganderbal that some district level officers of Ganderbal are habitual of remaining absent from the prestigious weekly programme and depute their subordinates, who the officials said, are “unable to reply/redress the public grievances.”
It is to be noted here that all the Deputy Commissioners have already been directed by the General Administration Department (GAD) to conduct the Block Diwas every Wednesday of the week which all the district level officers are supposed to attend and listen to and redress the grievances of the general public.
Due to the absence of district level officers, the authorities have noted that the objective of resolving the grievances/complaints/issues on the spot is not being fulfilled and the “purpose of conducting Block Diwas loses its essence.
The communication stated that the district administration faces a “bizarre situation and embarrassment,” because of the absences of district level officers in Block Diwas, as people are not getting proper feedback and on-the-spot redressal of their grievances/issues /complaints.
The officials said that the office of Additional District Development Commissioner Ganderbal has already called for explanations many times from district level officers, for unauthorized absences in the Block Diwas Programmes. The communication, while referring to the explanations sought in this regard, has stated that the reply so furnished by some of them has “either been found unsatisfactorily or is still awaited.”
Authorities have directed all the district level officers of Ganderbal to be present in person in the Block Diwas Programme held on every Wednesday of the week “and shall not convene any departmental meeting, nor send their subordinate officials on the Block Diwas Day,” except in case of extreme exigency “for which prior intimation may be given.”
It has been noted that the violation of directives, concerning the presence in the Block Diwas Day, will be viewed seriously and action, as warranted under law, will be initiated against the delinquent officer besides intimating their Administrative Departments, Heads as well.
