Leh, Dec 17: Advisor to Lt. Governor, Ladakh, Umang Narula convened a meeting to review the functioning of Rural Development and Panchayati Raj Department vis a vis implementation of various schemes, programmes and policies at UT Administration Secretariat here.
Secretary RDD/Divisional Commissioner Ladakh Saugat Biswas and Director, Rural Development and Panchayati Raj, Ladakh, Tahir Hussain were also present in the meeting.
During the meeting, the Advisor took a detailed assessment of the posts allocated to Union Territory of Ladakh by Govt. of J&K vis a vis the in position strength .He took stock of the infrastructure requirement including manpower and vehicles. The Advisor reviewed in detail the progress being made under various flagship schemes of the department and directed that action plan for implementing central acts and organizations needed to be set up in new UT be made at an earliest.
He suggested that Panchayat Ghars, Block Development Offices and Offices for BDCs could be constructed by convergence of various schemes of different departments. He said that convergence of MGNREGA with schemes of other departments will also help in maintaining the prescribed labor -material ratio.
He urged Rural Development Department to be proactive and innovative in exploring ways to raise the demand for works under this scheme and work out a calendar of activities. He also sought the details on fund flow, allocation and its approval system to Panchayats.
While stressing on revenue raising by the Panchayati Raj Institutions, he directed that special trainings should be conducted focusing on revenue generation.
ACD Rural Dev. Dept. Kargil and Executive Engineer REW Kargil attended the meeting through video conferencing. ACD Leh Tsering Paldan presented a detailed power point presentation focusing on implementation and progress of various flagship schemes and other projects. District Panchayat Officer Leh, Ex-en REW Leh among others were also present in the meeting.
