After deptts, Govt frames deliverables for all 20 districts of UT

  • Incharge Secretaries asked to review implementation regularly
  • Directions issued for announcing rankings of Govt institutions

JAMMU, Aug 7: After all the Administrative Departments, the Government has framed deliverables for all the 20 districts of the Union Territory of Jammu and Kashmir with the direction to Incharge Secretaries to review their implementation on regular basis. Moreover, all the departments have been directed to announce rankings of Government institutions as per the new system.
The Administrative Council headed by Lieutenant Governor Manoj Sinha in its meeting held on July 4, 2023 had approved a comprehensive list of priority works for all departments for the financial year 2023-24. The practice, which was started during last financial year, not only defines the quality and quantity of departmental services to be ensured in a time bound manner but is also aimed at enhancing efficiency and productivity through greater inter-departmental convergence and coordination.
Official sources told EXCELSIOR that now the Government has also formulated deliverables for the districts and circulated the same to all the Deputy Commissioners for strict implementation. “Moreover, the incharge Secretaries of the districts have been told to review their implementation in the districts regularly”, they added.
Stating that deliverables for the districts were deliberated upon in a high-level meeting held recently under the chairmanship of Chief Secretary Dr Arun Kumar Mehta, sources said that review of all districts is being planned in the ensuring week and progress of district deliverables will be one of the aspects during such reviews.
“In the meeting, the Chief Secretary ascertained from the Administrative Secretaries about the action plan for implementation of deliverables approved by the Administrative Council for the Administrative Departments. The Administrative Secretaries apprised the Chief Secretary with regard to their respective departmental deliverables, achievements so far and other important issues”, sources said.
They said that priority works are clearly delineated deliverables and unique initiative introduced by the Government of Jammu & Kashmir during the last financial year whereby the priority works with respect to each department were identified and timelines defined to achieve them. The exercise of framing the detailed departmental deliverables and fixing tangible and time-bound targets was undertaken in consultation with concerned departments and timelines were laid down on monthly, quarterly, half-yearly and yearly basis.
The deliverables primarily include various developmental projects, service delivery improvements, revenue generation, welfare initiatives and other core activities pertaining to each department. During the last financial year, a total of 1137 deliverables were assigned to the departments. Besides the divisional and district administrations prioritized implementation of these departmental deliverables by undertaking proper planning, assessment and gap analysis for timely action to achieve the targets set out.
“Considering that the initiative was a success in propelling growth and development in the Union Territory through transformative action in all areas, the Government has decided to continue with the exercise of assigning deliverables to all the departments as well as the districts”, sources said.
This financial year the list of deliverables broadly include approximately 1791 tangible targets. The exercise imparts clear direction to all departments regarding way forward and is unique to J&K. It merits mention here that J&K has emerged as a leader in many areas of governance and this unique initiative is bedrock of these changes.
With respect to the upcoming conference of Chief Secretaries scheduled to be held in October-November, the Chief Secretary observed, “directions given out in the first two such conferences have been made part of deliverables”. Moreover, he asked the Administrative Secretaries to have a separate window to monitor the Prime Minister’s directives in this regard.
Meanwhile, Chief Secretary has directed all the departments to announce rankings of the Government institutions like schools, Panchayats and hospitals etc as per the new system on a fixed day each month.
