Aggrieved Promotee Agriculture Officers Forum calls on Advisor

JAMMU, July 24: Aggrieved Promotee Agriculture Officers Forum led by its President Arun Gupta met Advisor to Governor Khurshid Ahmed.
While speaking, Gupta said that against the admissible 301 posts of AEOs and equivalent meant for VEWs, JAAs and Junior AEOs, only 67 posts are filled, whereas 189 posts were available when new rule was implemented. The process should have been continued till the saturation of entire quota of 301 posts, without referring any post to PSC for direct recruitment and thereafter 50 per cent vacancy fallen vacant from time to time were meant for VEWs, JAAs and Junior AEOs till June 2007 and from July 2007, 80 per cent quota was fixed for promotion of Junior AEOs to AEOs, but nothing has been done, he added.
As laid in the rules, DPC meeting should have been conducted twice a year to promote officers to next available higher post but department failed to do the needful for decades together, he said, adding that contrary to this, direct recruitment through J&K State Public Service Commission was facilitated 8 times appointing 222 fresh AEOs, which raised the number of PSC recruited AEOs to 636 and career of thousands of qualified Technocrats was eclipsed for none of their fault.
He added that the higher posts falling vacant from time to time are being filled mostly from amongst the directly recruited AEOs and highly experienced technocrats are being ignored.
The Forum pleaded for conducting of DPC meeting for the promotion and requested the Advisor that while making temporary arrangements, ensure filling of posts as per the 1988 rules and discourage pick and choose.
Advisor gave patient hearing to the aggrieved forum and assured that their case will he examined properly.
JKASOTA also appeal the Commissioner Secretary JKAPD to issue order of temporary arrangements to higher posts as per Agriculture’ Gazetted Service rule of 1988 only.
