AIPP demands release of payments under MGNREGA

JAMMU, Nov 27: J&K UT Unit of the All India Panchayat Parishad (AIPP) has demanded immediate release of all the payments pending under MGNREGA in various Panchayats of the J&K and establish a mechanism to save the PRIs from red tapism, political bossism and exploitation.
In a joint press conference here today, Dr Kuldeep Sharma AIPP president for J&K UT, Jugal Kishore Gupta -AIPP incharge J&K-Ladakh UTs, Kuldeep Kumar acting president, R C Sharma, V K Katal & Bharat Mahajan- general secretaries and both vice presidents Sandeep Sharma and TR Dogra urged upon the Government to clear pending liabilities/ payments under MGNREGA, create risk- free environment for elected Panchayat members, and set up a mechanism to save the PRIs from red tapism, political bossism and exploitation.
They further demanded that all the 29 departments under 73rd Amendment Act be transferred to the real stake-holders without any further delay, establish 3-tier Panchayati Raj system at the earliest by completing the remaining process, provide training to newly elected Sarpanches/ Panches, BDC Chairman to make them aware of their rights and responsibilities and enhance their honorarium and other facilities.
They said that `Back to Village’ Programme is sure to succeed and as such it needs to be made a permanent feature of governance. They said the Home Rent Allowance or any other allowance may not be disbursed on the transfer of Government employee from city to rural areas. Cottage industry is dwindling fast and there is urgency to stop this trend and make it grow and develop.
They suggested that District Planning Commission be reactivated and empowered and the Chairman, Zila Panchayat be made Chairman of the Commission; Uniform (Model Act) Law on Panchayati Raj be enacted; about 70 % of the State Financial Resources may be provided to PRIs and Nayaya Panchayats needed to be organized urgently to save the village people from avoidable inconvenience.
They further claimed that AIPP is well equipped and fully prepared to provide training courses to newly elected Panchayat Members and Chairmen of the BDCs.
