AJKLTF demands CBI probe in promotion fraud, re-opening of FIRs

JAMMU, Aug 8: All Jammu Kashmir and Ladakh Teachers Federation, affiliated with Akhil Bharatyia Rashtryia Shakshik Mahasangh, has demanded CBI probe into alleged fraud in promotions of all cadres since 2010 and also urged the Admn Secy School Education Department to speed up DPC exercise.
The demand was made during a meeting of the Federation, held here today in virtual mode, under the chairmanship of Devraj Thakur, President of the organization JKUT, to discuss the various burning issues of teaching community in Jammu Kashmir and Ladakh UTs.
Devraj Thakur appealed the Administrative Secretary School Education Department, B K Singh to speed up the exercise for DPC of all cadres of teaching community, particularly Teachers/ Masters and Lecturers, Principals and Zonal Education Officers as thousands of posts are lying vacant in School Education Department since many years.
He demanded 100 percent DPC to all posts of all cadres on one time basis as per decision of State Administrative Council, which is mandatory to create more and more substantive vacant posts of General Line Teachers to adjust Grade -ll and Grade -lll teachers who are at present working on the supernumerary temporary posts.
“There is a need to create new Master Grade posts equivalent to the number of Head Teachers posts to resolve the issue of salary of Head Teachers and this step will also pave the way for DPC of Teachers to Masters which is halted due to freezing of regular vacant Master Grade posts for salary of SSA Head Teachers since 2014,” Thakur said.
While raising a question mark on past DPCs, Devraj Thakur reminded that the Vigilance Organization Jammu had unearthed a major fraud in promotion of Government school teachers as Masters on fake or invalid B Ed Degrees and booked two former Directors of School Education and a number of senior officers including CEOs, ZEOs and others in this case.
“Verifications disclosed that more than fifty percent beneficiary teachers in these two DPCs, had managed their promotion on invalid or fake B Ed degrees obtained from unrecognized universities,” he said and demanded reopening of past two different FIRs bearing number 29/2015 and Number 30/2015 against all the accused persons for further investigations through CBI in this matter to clean up the department.
