AJKPC seeks notification for BDCs before Assembly elections

JAMMU, Mar 9: All Jammu Kashmir Panchayat Conference (AJKPC) today extended gratitude to the State Governor and State Administrative Council (SAC) for approving the elections to Block Development Council (BDCs), saying it will go a long way in empowering the people at grassroot level.

The AJKPC, which is the frontline body of elected Sarpanchs and Panchs, also urged the Governor Satya Pal Malik for issuing immediate directions to Chief Electoral Officer (CEO), J&K for the conduct of BDC polls before the Assembly elections.
“We express our deepest gratitude to the Central Government and the Governor’s Administration for giving their consent to hold BDCs elections in J&K for the first time in State’s history. It has showed their sincere approach to empower the people at the grassroot level,” said Anil Sharma, AJKPC State president while addressing a press conference here.
The AJKPC president, however, vehemently urged the Central Government as well as the Governor’s Administration that the CEO J&K should be directed immediately for issuing necessary notification for the conduct of BDCs polls before the Assembly elections.
“We have no faith in political parties which may sabotage the process of empowering the people at grassroots level by scuttling the move of holding elections to BDCs. It is our fervent appeal to the Governor that the Sarpanchs and Panchs have great trust in his able administration and he should immediately issue directions for the necessary notification to hold elections prior to Assembly polls,” Sharma said.
“Under the J&K Panchayati Raj (Amendment) Act, 1989, every block should have a Block Development Council headed by a Chairperson and other Members. It will monitor the implementation of several Centrally Sponsored Schemes, 14th Finance Commission and other schemes transferred to Halqa Panchayats, and preparation and implementation of schemes of inter-Halqa Panchayats. In nutshell, it will have the direct involvement of rural masses in their development activities,” the AJKPC said.
Prominent among those who were present in the press conference included Rampal Sharma, general secretary, Sarpanchs- Ramesh Kumar Sharma, Sandoor Singh, S. Balvinder Singh, S. Avtar Singh, Mohan Lal, S. Kashmir Singh, Ravinder Singh, Baljeet Singh, Tajinder Kour and Mohan Singh.
