‘Terms delaying tactics of BDOs a serious issue’

JAMMU, Sept 13: Taking serious exception to failure of the authorities to release the pending liabilities of Masson and material of the works constructed under MGNREGA in Poonch district during the financial year of 2016-17 and 2017-18, All Jammu and Kashmir Panchayat Conference (AJKPC) has warned agitation in case the same were not released without further delay.
This was stated by president AJKPC, Anil Sharma who expressed concern over the plight of the people whose payments are withheld for a long time for no fault of theirs. Sharma said that people are approaching him as payment worth crores of rupees is pending with the Department and the authorities have failed to take initiative in releasing the same.
Sharma said the Government had constituted a Committee headed by Executive Engineer , Rural Engineering Wing Poonch for the verification of the works executed in various blocks of the district during 2016-17 and 2017-18. The Committee was given a time frame of 10 days for submission of report by the Government. He said thought the Executive Engineer REW Poonch in his capacity as the Chairman of the Committee took an initiative to seek the report from the concerned BDOs of the district but due to their non compliance the issue is hanging in balance and no headway has been made in this regard.
Sharma said that concerned Executive Engineer has brought the issue in the notice of ADC Poonch as well as other higher authorities but to no avail with the result the hapless people whose money is lying with the Department for last over four years for no fault of theirs are in a great distress and despite running from pillar to post, no one listens to their woes.
Sharma has made an appeal to Lt Governor J&K, Manoj Sinha as well as Commissioner Secretary RDD seeking their immediate intervention in settling the matter so that the hapless people are saved from mental agony. Her urged them to issue directives to DC Poonch to expedite the process so that the payments are released to people.
He warned that AJKPC will be left with no alternative but to come to streets and launch an agitation in case the issue is delayed further and the authorities will be responsible for the same.
