Amendment to Panchayati Raj Act authoritarian order: Monga

SRINAGAR, Oct 18: Terming the Government of India’s decision to amend the J&K Panchayati Raj Act 1989 to pave way for establishment of District Development Councils in Jammu and Kashmir as an authoritarian order, J&K Pradesh Congress Committee (J&KPCC) vice president and former MLC, Ghulam Nabi Monga today demanded its immediate revocation.
In a statement issued to the press here, Monga said such issues should have been left to the elected Government. “But unfortunately the BJP Government has been passing order after order without caring for its repercussions. Such orders will create further confusion and misunderstandings instead of bringing in development,” Monga said.
The Congress leader added that in the Amended Act, the role of MLAs and MPs has been virtually ended as they have no voting rights. “The role created for the Deputy Commissioner should have been left for the peoples’ representatives. Even the role of elected Block Development Councils and PRIs has been virtually ended in the amended order,” he said.
The Congress vice president said such orders will not bring development but confusion. “This process has not been given a thought before passing. It should be revoked immediately,” Monga demanded.
