Announce fresh dates for KAS Mains 2018

Sir,
JKPSC desperately needs an introspection that why it has not still announced the dates for mains exams of KAS-2018 which were to be earlier conducted in Feb 2019 and I request Governor Satya Pal Malik to take cognizance of this unnecessary delay. It is ironical that process of KAS 2014 was completed in 2017 . Worst scenario is for KAS 2016 which got notified in mid 2016 but mains exams were first held in Feb 2018 and got nullified due to High Court judgement. Later, they were again held in July 2018 and result came in Dec 2018. But protests started as many meritorious students were out of list and blue eyed candidates made their way in the list. As a result, JKPSC admitted that Digital marking was done which even UPSC has not adopted till date as it might be prone to errors and mistakes. Interview of these candidates are going on but the cases are filed in HC and SC which has clearly stated that no appointments are to be made till matter is subjudice. So, more than 3.5 years have passed but still the KAS 2016 process is on crutches.
Taking your attention to the current problem which is related to KAS 2018 in which 71 posts were notified. Preliminary exam result was declared in September 2018 in which around 1750 candidates qualified. Mains were to be held in February 2019 but at eleventh hour JKPSC notified of postponement and the reason given is quite vague and ambiguous. Do this commission exist to conduct the exams or postpone it every time ? There is very easy wayout to conduct this exam which even student knows but JKPSC doesn’t know. There are only 1750 aspirants who have to appear for KAS mains 2018 and JKPSC can conduct the exams in 7-10 days as it happens in UPSC. Further, they can go for manual checking on the pattern of UPSC.
If these processes are not completed, when would a fresh passout from different colleges and universities get the opportunity to appear in KAS exam ?
So, I request Governor and JKPSC to look into the matter and dates of KAS Mains 2018 must be declared as soon as possible so that precious time of aspiring youth is not wasted furthermore.
