JAMMU, Aug 7: All Parties Action Committee (APAC) Kargil an amalgam of all political and religious organization of the district have termed the abrogation of Article 370 and 35-A and bifurcation of J&K into two union territories as nothing short of coup against Indian Constitution.
In a memorandum to President of India signed by nine members of JAC said the Central Government , in its usual secretive, conspiratorial and illegal manner is burning the constitutional and historical bridge that connected J&K to the rest of India. It said the people of Kargil have always supported the unification of State of J&K.
The memorandum said as per Constitution no decision regarding redrawing the boundaries of J&K or regarding Article 370 and 35 A can be taken without the consent of the State Assembly. In 2018 State Assembly was dissolved and the Central Government then avoided conducting elections in the State. The Presidential order is therefore a coup, it added.

The memorandum said these draconian and conspiratorial decisions regarding J&K , when an elected State Assembly no longer exists will not solve the Kashmir dispute, but will worsen the situation. The intensified militarization and crackdown on opposition parties will further alienate the people of J&K, it added.
It further said the Coup will not only affect the situation in J&K but it is an attack on the Constitution and will affect the whole of India. With the introduction of J&K reorganization Bill 2019, the Government is dragging India back to the turmoil of the 1940s. J&K is effectively under emergency -the Union Government must wake up and resist this, since the emergency will soon reach the whole of India, it added.
The Committee said Kargil stands by the people of J&K at the time of crisis and opposes this Constitutional coup and demanded Article 370 and 35-A be duly restored and J&K Reorganization Bill 2019 may be abolished earliest.
