Appeal to Governor

Sir,
It is quite heartening that the Panchayat elections were conducted successfully in the State after a gap of so many years. Though conducted on non-political party bases, there was display of money and muscle power as is the characteristics of Indian elections. Before these elections were conducted, it was appealed to the Governor S P Malik to make qualification mandatory for Panches and Sarpanches on the pattern of Haryana and Himachal Pradesh.
The appeal now seems to have evoked no response from the administration. Now, the Chairperson at Block and District level are to be elected. These functionaries have a crucial role to play in dealing with public.
Therefore, the people at the helm of affairs should be qualified to do justice with their job. Besides, these people should be familiar with rules and regulations. Only then they can prove effective in mitigating them miseries of people.
Therefore, it is requested to the Governor that those contesting for these posts should have some qualification to meet eligibility criteria. It is quite necessary in case we have to make PRIs genuine tools of empowerment of people at grassroot level.
