JAMMU, Nov 11: The State Vigilance Commission today dismissed a complaint filed by one Ghulam Rasool Giri of Village Nowpachi Marwah, Kishtwar against Dr. S. P. Vaid, the then Inspector General of Police Jammu.
The complainant had agitated for appointment of his two sons in the Police Department in lieu of donation of land for construction of Police Station in Marwah.
The Commission observed that the procedure for appointments to Government service against donation of land is ultra-vires of rules and procedures and any such action by any Government Department is illegal.
Besides, it is against the fundamental rights of the persons which guarantees equal opportunity to public posts. The procedure is non transparent and is subject to misuse and can facilitate any back door entry in Government service on the one hand and on the other hand mar the prospectus of other eligible candidates seeking appointment to the public post.
