Awareness about traffic lights

Sir,
Installation of automated traffic signals in the city was long overdue considering the swelling traffic for the last about 15 years. Though many proposals were muted in the past but fell to deaf ear of the Govt. as “chalta hai attitude. Hats off to Hemant Lohia the then DIG Traffic for his over enthusiasm which ultimately materialised. Before commissioning of the system a sustained awareness compaign is required through print and electronic media otherwise the whole exercise will cause more jams and traffic hold ups. The motorists, scooterists and drivers of the commercial vehicles do not recognise  the basics of automated signals. Everybody is in hurry putting others into jeopardy. For example a yellow line is marked on the road on each intersection with  STOP word painted on the road. No one should cross this line when stopping for cross traffic, but in Jammu the scooterists and motorists drive upto the neck of the crossing with traffic police  as mute spectator. Elsewhere in India there is a fine of Rs.500/- to Rs.1000/- for such violation. I am not sure how many traffic personnel know this. More trial runs should be made to sanitise  the drivers. No one cares for lane driving and often slow moving traffic takes the outer lane and others make a zigzag to overtake.
Yours etc…
