Another great piece “Make use of Video Conferencing” by Dr Raja Muzaffar Bhat (DE 20.12.2017). What i have been personally observing in Poonch and Rajouri is that whenever people from far off places go to district headquarters to meet some district officer like Asst Commissioner (Development) ACD, District Panchayat Officer (DPO), SE, Chief Agriculture Officer (CAO), Chief Animal Husbandry Officer (CAHO) etc, the officers are hardly available in their offices especially in winters. When visiting people inquire the officials (clerk or chaprasi) in these offices they tell them “Sahab Jammu Gaye Hain” i.e. boss has gone to Jammu. Why? Is it the job of sahabs to roam around respective HODs, Commissioner Secretaries or Ministers in Civil Secretariat or to address grievances of poor and needy people in the District Headquarters ?
As the author has very well suggested why cannot District Officers or Block level officers make use of Video Conferencing facilities instead of going all the way to Jammu from Poonch or Rajouri or any other far off district in Jammu region to attend so called Meeting? When 3G and 4G facilities are available in all the district headquarters of Doda, Kishtwar, Poonch and Rajouri why shall officers from these districts travel all the way to Jammu and not use SKYPE etc for discussing issues? I appeal Chief Minister Mehbooba Mufti, Deputy CM Dr Nirmal Singh to take this issue seriously. If Govt wants to ensure good governance they must ban unnecessary travel of Block, Tehsil and District officers to State capital Jammu or Srinagar
