Srinagar, May 17: The Block Development Councils (BDCs) in district Kulgam have alleged that the concerned higher-ups do not keep them in loop when it comes to carrying out developmental works.
Chairpersons of around 7 BDCs in district Kulgam which includes blocks of Kond, Devsar, Kulgam, Qaimoh, Behibagh, DH Pora and Pahloo said that they have been constantly writing to the officials regarding the same, however, they have been ignored so far.
“The Block Developmental Officer (BDO) in Qaimoh is taking care of all the works by himself, we are not involved anywhere, be it payments or any other work that is carried out in the block,” said Bilal Ahmad Bhat, BDC Qaimoh.
He said that the Government has given them powers to suggest plans, even inspect the on-going work in the block, and oversee all the processes with regard to the developmental works. “But, we are not involved at any level, which is, in turn, telling upon the development in our concerned blocks,” he said.
The BDCs said that since the time they were elected, they have been kept at bay with regard to the involving them in works-contrary to what they said has been promised by the Government.
“We have been sending representations to the concerned but to no avail; they assure us so many things but on the ground level, the situation remains unchanged,” they said.
They said that they have got political careers at stake as they will be judged on the basis of the works that they will be able to carry out in their blocks.
“When works are not being carried out while keeping us in the loop, we might not be able to provide our people what they need; the same will result in something which will tell upon our career as BDC,” they lamented.
They demanded that they must be given what the Government has guaranteed them. When contacted, Director of Rural Development Department, Kashmir Qazi Sarwar told Excelsior that they are being given all the powers guaranteed as per rules and their further demands are also been looked into.
“They enjoy the power conferred upon them as per rules, rest if they want something more than that, that matter will be taken up with the Government and the rest will follow accordingly,” he said.
