JAMMU, Aug 27: Defying of orders regarding submission of physical verification report for release of pending payments of Massons and material liability by Block Development officers for works executed under MGNREGA for the year 2016-17 and 2017-18 has created a row with Executive Engineer, Rural Engineering Wing Poonch, seeking the intervention of District Commissioner, Poonch in the matter.
As per sources, the liability of Massons and material is pending for year 2016-17 and 2017-18. Sources said, former District Development Commissioner, Poonch Rahul Yadav had constituted a Committee under the chairmanship of Executive Engineer, REW, Poonch for physical verification of works constructed under MGNREGA schemes by Rural Development Department (RDD)for masson and material liability for the year 2016-17 and 2017-18.
The Committee had submitted its report to then District Development Commissioner, Poonch and who forwarded the same to higher authorities in Civil Secretariat, sources said, adding the higher authorities of the Department in Civil Secretariat had issued orders to DC Poonch for rechecking of the same two months back with the directions that same be submitted within 10 days.
Sources said the DC Poonch forwarded the same to ADC Poonch who asked Executive Engineer, REW Poonch, who is also chairman of Physical Verification Committee to submit the rechecking report within ten days.
The Chairman of the Committee wrote all concerned BDOs on July 20 for compliance of Government directions. Later he wrote another letter on July 27 but to no avail. This was followed by another two more letters written to BDOs i e on August 6 and August 17 but the BDOs gave no response to his letters, sources said.
The higher authorities had given 10 days time for submission of report to DC concerned but after lapse of two months no headway has been made in this regard, sources said adding the people whose liabilities are pending since 2016 are in great distress.
They have been running from pillar to post for justice but to no avail.
Sources said that this is total non compliance of orders by the concerned BDOs and the Chairman Verification Committee has sought the intervention of higher authorities in the matter.
The Chairman of the Committee in his recent letter to DC Poonch while seeking his intervention in the matter requesting him to issue directives to all BDOs concerned to avoid further delay in the matter.
The Chairman in his letter also mentioned that he had taken up the matter with Assistant Commissioner, Development, Poonch but to no avail.
