JAMMU, May 31: Former State president and senior leader of Bahujan Samaj Party Tulsi Dass Langeh while paying rich tribute to Shaheed Bhagat Amar Nath on his 45th martyrdom day explained in detail the life and struggle of two prominent leaders Babu Milkhi Ram, Ex-MLA and Shaheed Bhagat Amar Nathji.
Speaking on the occasion, Mr Langeh said that Babu Milkhi Ram started his struggle under the banner of a political party “Harijan Mandal” which was a recognized as a State level political outfit, having election symbol “Lion” (Sher) for seeking reservation for Scheduled Caste communities, as enshrined in the Indian constitution.
In this context number of times protest demonstrations were held. Even hunger strikes were held out of which two hunger strikes of 1956 of Chhan Arorian (Hira Nagar) and Parade Ground Jammu are memorable and historic.
In 1957, Babu Milkhi Ram contested election of J&K Legislative Assembly under the banner of “Harijan Mandal” from Marh Assembly constituency and became MLA, who fought tooth and nail in the House and outside the Assembly House and succeeded in getting Govt order of reservation for Scheduled Caste communities vide SRO GR-1966 Reservation for Scheduled Castes, where in, it was stated that every appointing authority should know the population of Scheduled Castes at District/Region wise and they should be given reservation in jobs proportionate to their population of the Distt/Region. But unfortunately the leadership of NC-Congress the then ruler of the State did not implement that orders and those orders were thrown into the dustbin and struggle continued and ultimately in May 1970, Shaheed Bhagat Amarnath ji staged hunger strike in the Karan Park opposite New Sectt Jammu and on June Ist, 1970 Bhagat Amarnath ji scarified his life and left this world for the cause of Scheduled Caste communities for getting implementation of reservation rules as per Indian constitution.
Funeral procession was also led by Babu Milkhi Ram and thereafter 8% reservation in job for Scheduled Caste was implemented.
Mr Langeh further said that 8% reservation in Govt jobs is product of the struggle of two top community heroes Baabu Milkhi Ram and Shaheed Bhagat Amarnath.
