Bhalla inaugurates Patwar Khana, distributes relief

SAMBA, July 31: Minister for Revenue, Relief and Rehabilitation, Raman Bhalla today said that Government is endeavoring hard for creation of revenue infrastructure in every nook and corner of the State so that the revenue related issues of the people could be solved at their doorsteps.
This was stated by the Minister while addressing a large gathering after inaugurating Patwar Khana at Raghu Chak in Ghagwal, here today. MLA Durga Dass, MLC Subash Gupta, Ex-MLA Girdhari Lal Chalotra, District Development Commissioner Mubarak Singh, Additional Commissioner R K Bhagat, Director Agriculture Ajay Khajuria, Chief Engineer I&FC Ashwani Sharma, Chief Engineer RTIC Badyal, Assistant Commissioner Revenue Bansi Lal Sharma besides other senior officers of Revenue, Relief, RDD and PHE accompanied the Minister.
Mr Bhalla said that Government has formulated a comprehensive plan to construct Revenue Complexes including Patwar Khanas, Niabiats and tehsil buildings, revenue record rooms, with all modern facilities on the available revenue land in every tehsil and district headquarter of the State so that the people would get their revenue related problems sorted out easily at their doorstep offices. He said every measure is being made to bring added transparency and accountability in functioning of the Revenue Department.
The Minister said that focus of Government is to introduce people-friendly mechanism in the department with an aim to evolve an effective system in which offices function in a transparent and hassle free manner, as envisaged in e-Governance.
Regarding filling of Patwaris posts, the Minister said Government has already advertised 750 posts each for Jammu and Kashmir regions to meet the short fall, adding that entrance test of the Patwari posts have recently been conducted and merit list of them has been published. Mr. Bhalla distributed Kissan Credit Cards prepared by J&K Bank Ghagwal among the farmers.
On the occasion, various deputations of Samba, Jatwal and Ghagwal blocks called on the Minister and apprised him of their demands and problems including irrigation facilities upto tail end, timely distribution of seeds, Tehsil status to Ghagwal block, recruitment drive for unemployed youth in police, irrigation tube well at Raghu Chak, relief to left out drought hit farmers of 2009 etc.
For facilitating the farmers community, Mr. Bhalla said Government has provided loan on 4% interest through J&K Bank. He asked them to prepare kissan credit cards for aviling the such benefit. Earlier at Samba, the Minister also distributed relief cheques amounting Rs. 3.30 lakh under NCRF among fire affected farmers of Naid, Taloor, Badheri, Dagore, Sordi, Palura Kesso Manhasan and Sujwan villages.
