‘BhrashtacharMukt’ campaign to focus on RDD, PWD, PDD, Revenue Deptt

JAMMU, Sept 2: “BhrashtacharMukt” J&K campaign will primarily focus on the heavy footfall and essential service departments— Revenue, Rural Development, Public Works and Power Development etc and special counters will be set up at district, tehsil and block levels for redressal of corruption related complaints. Moreover, all the grievances to be received during the week-long campaign will be addressed by the concerned departments on overriding priority.
“BhrashtacharMukt” J&K week is being celebrated throughout the Union Territory with effect from 4th to 10th September with the aim to eradicate corruption and promote transparent and accountable governance.
In order to achieve these objectives the Government has issued detailed instructions for adherence in letter and spirit by all the concerned departments and agencies in all the 20 districts of the Union Territory.
As per the circular issued by the General Administration Department, the week long campaign will focus on the heavy footfall and essential service departments Revenue, RDD, PWD, PDD etc and grievances pertaining to the Revenue Department— pending applications of Fard, mutations and demarcation, will be mandatorily compiled and flagged at the appropriate level.
All Prabhari Officers have been directed by the Government to ensure that the matters of public importance pertaining to their Panchayats/wards/areas are flagged and appropriately addressed. Moreover, special focus will be on saturation of Functional Household Tap Connections (FHTCs), settlement of electricity issues, IAY cases, resolution of land revenue matters etc.
The Government will set up special counters in every district, tehsil and block for the receipt and examination/redress of corruption related grievances/complaints and special helpline numbers/Whatsapp numbers will be circulated amongst the general public.
Moreover, Information Technology Department has been directed to get the “Feedback Forms” prepared in coordination with the concerned departments to ensure proper record of grievances/ complaints. Even feedback on the services brought under the ambit of the Public Service Guarantee Act will also be recorded.
AII the complaints received during this period will be addressed on overriding priority within the week and in case it is not possible to dispose of the complaint within the week, a definite timeline will be provided to the complainant regarding the disposal of the complaint by the concerned department.
As per the instructions, Panchayats/Municipal Committee meetings will be held inviting all stakeholders like the PRI members/Councilors, Self-Help Groups (SHGs), MGNREGA workers, farmers, students and other citizens and massive awareness/promotion of IT-related initiatives, including “Empowerment-Janbhagidari Portal” will be conducted to celebrate the ongoing “Digital Literacy Week” as well as digital initiatives in order to usher to a transparent system of governance.
Stating that workshops and sensitization Programmes will be conducted at district Level on the policies and procedures to prevent corruption, the General Administration Department has directed all the Deputy Commissioners to ensure participation of all concerned officers in order to make the event successful.
During the period, Gram Sabha and Pani Samiti meetings will be held in each Panchayat and the respective heads of the concerned local bodies will deliberate on the aspects of corruption and make the general public aware regarding the corruption.
On the occasion of Teacher’s Day, all the educational institutions, as per the instruction, will conduct the competitions like quizzes, debates, dramas, skits, etc to sensitize one and all towards the corruption free governance.
For the overall coordination and monitoring of different activities and in order to make the event a success, Control Rooms will be established in GAD, Civil Secretariat, Jammu and Srinagar. Similar Control Rooms will be established at the Divisional Commissioners offices and all the Deputy Commissioners at their respective headquarters.
All the grievances received at Tehsil/Block Levels will be compiled at the level of the concerned district, which will subsequently be forwarded to GAD.
