Bill to incorporate “Social Secular” in Constitution rejected in LA

Srinagar, Aug 28: A private members Bill to amendment the constitution of Jammu and Kashmir and insert Social Secular in its preamble was rejected in the Legislative Assembly today.
The NPP legislator, Harsh Dev Singh, brought a private members bill seeking amendment in the Constitution by introducing Social Secular. He argued that the preamble of the Constitution of Jammu and Kashmir, 1957 is an adoption of the preamble of the Constitution of India. However, words Social and Secular were omitted from it.
Singh said that since Jammu and Kashmir is a secular State constitution should express it through its preamble. He argued that failure to adopt it will send wrong signal. He also wanted Integrity word to be incorporated in the preamble.
The Law Minister, Saifullah Mir rejected it and said asked the Singh to withdraw the amendment. The Bill was finally rejected.
