JAMMU, Aug 10: Ishant Gupta State head, Information Technology, BJP J&K has appealed the Deputy Commissioner (DC) Jammu to withdraw the instructions passed on the armed license and order the concerned officials to make provisions to get the existing license online after verifying its authenticity.
In a letter addressed to DC Jammu, Gupta said it will not only bring transparency in the system but also provide a relief to the license holders and also increase the trust of the public towards the Government. Keeping in view the interest of the public at large, he expressed the hope that DC Jammu will take prompt and early action in this regard.
Gupta while turning the attention of the DC, Jammu regarding the statement issued by her on August 6 directing all the persons holding individual arms licenses which have not been uploaded on NDAL-ALIS portal to deposit their arms and ammunition within 15 days either with the officer incharge of the nearest Police Station or with a dealer holding a license in Form VIII or in case he is the member of the Armed Force of the Union, in the Unit Armory.
He said it was further stated in the Arms Act 1959 and Arms Rule , 2016 all individual arms licenses which are not uploaded on the NDAL-ALIS portal are invalid.
He said this statement has created a confusion in the general public who hold the valid licenses but suddenly were asked to surrender and deposit their arms due to the reason that their licenses were not uploaded on the NDAL-ALIS portal by the Licensing authority.
He said that as per the Arms Rule, 2016 section 16 (1) it is the duty of Licensing authority to upload data on the NDAL portal and the licensing authority itself is responsible if the licenses are not uploaded by them on the portal but the licensee shall not be held accountable for the failure.
