JAMMU, Jan 18: Former MLC and spokesperson of BJP, Girdhari Lal Raina has asked Chief Secretary, Dr. Arun Kumar Mehta to look into the sufferings of Government employees who are without salaries for several months now.
These Government employees have been without salaries since October 2022, he said. Recalling that in its efforts to streamline the human resource management system across various departments of J&K, the GAD had advised all the employees to register themselves on JKHRM portal and forward the service details to the concerned DDOs for verification/updation a move that has been welcomed and has been lauded by almost every right thinking persons.
Raina said that it will not only restructure records of employees with the advantage of contemporary technology but will also eliminate problems faced by individual employees in more than one way. Now that most of the employees have obeyed the orders and have completed the process of registration their salaries are yet to be released, he added.
He said it is affecting their family life as a Government employee has no other source of income, Raina added. He asserted that employees drawing salary at Resident Commissioner’s Office New Delhi in particular are complaining about non-payment of salaries. Former MLC asked the Chief Secretary to issue a general instruction to all the DDOs to release the salary of those employees who have completed the process as was required. These employees must not be forced to wait for their salary till all employees complete the process, as seems to be the case at present, he opined.
Raina also raised the issue of other employees, mostly on the verge of retirement, who find it difficult to procure first appointment orders. In those days the orders were mostly issued in groups and pasted on notice boards. Individual copies to employees were not delivered. Service book of such employees however is in order and properly attested. A mechanism needs to be adopted for such employees where records can be cross checked and employees in distress provided an acceptable way out.
BJP spokesperson also highlighted the issue of PM package employees who have joined their duties in Kashmir but are still without salaries.
