SRINAGAR, June 22:  The State Level Screening Committee on BADP headed by the Chief Secretary Madhav Lal, reviewed the entire development scenario taking place under the programme in 11 border districts covering the remotest belts of the State.
Under the scheme, out of the 2749 ongoing developmental works, 800 have already been completed with strict directions from the committee to complete remaining projects on top priority without over committing to take-up new works.
Chief Secretary while reviewing the financial and physical progress achieved under BADP Annual Plan 2011-12, for each identified district under the programme, emphasised on locating developmental gaps within areas right at the border and to address needs of immediate and critical nature by devising the best possible plan of action and convergence model for their welfare in the proposed outlay for Year 2012-13.
“People residing in these remote areas should feel wanted and not deprived of their share in the State’s developmental progress currently underway”, he said, adding that all Deputy Commissioners should strike a chord through convergence to include them in the overall socio- economic welfare package and resource allocation in addition to the allocation set for them under BADP.
The committee held detailed deliberations with the concerned implementing agencies in each of the 11 border districts and recommended early completion of all ongoing road projects and other important sectors covered under the programme. It also called for consulting the newly established Panchayat institutions hailing from these remote belts for evolving a broader consensus regarding Programme implementation and addressing special problems faced by the people living close to border line.
The districts identified under BADP include Jammu, Samba, Kathua, Rajouri, Poonch, Budgam, Baramulla, Kupwara, Bandipora, Kargil and Leh. Besides the works being executed by District Administration, Army and other Paramilitary Units and Border Roads Organisation (BRO) also take part in executing various schemes under the programme.
The meeting was attended by Principal Secretary Planning and Development B.B Vyas, Principal Secretary Home B.R.Sharma, various Administrative Secretaries, District Development Commissioners and other senior officers from Army, BRO and Civil administration.
