SRINAGAR, May 13: Minister for Revenue, Relief and Rehabilitation, Syed Basharat Bukhari today held a meeting to review the progress of Digital India Land Records Modernization Programme (DILRMP) stressing the need for its proper and time-bound implementation.
The programme was launched by the Minister on April 18 and April 23 at Jammu and Srinagar respectively and the project work of scanning of textual data and mussavi was accordingly started at central record rooms of both the districts.
Bukhari said the Government initiated the project to modernize management of land records, minimize scope of land disputes, property disputes, enhance transparency in the land records and facilitate guaranteed conclusive titles to immovable properties.
In the first phase Jammu and Srinagar districts have been taken on pilot basis in the project while as rest of the districts of the State will be taken in second and third phase for which services of RAM TECH Software India have been hired.
On the occasion, the representatives of the RAM TECH apprised the Minister that monumentation of 7000 spots across the State needs to be done for the satellite data processing which will be completed by the end of next year.
He was also told that the enterprise wide Geographic Information System (GIS) based cadastral information system design has been prepared while as base software has been procured for data entry of Jamabandi and mutation records, while as it will take six months for developing the software for date readiness.
During the meeting, the Revenue Minister asked the RAM TECH officials to take one Halqa each in Poonch, Ramban, Baramulla, Anantnag and Kargil districts as test samples and start the process of date entry of available Jamabandi records besides map scanning as well so that efficiency of the programme is checked for any discrepancy. He asked Financial Commissioner Revenue to monitor the process.
He said that after that Kupwara, Pulwama, Bandipora, Kulgam and Budgam districts would be taken up for the similar process.
Bukhari said the task of digitization of land records is to prepare reliable revenue records in the State and facilitate people and make things easier for them. He asked the concerned officials to work in tandem and increase manpower and work shifts so that the process is completed in a time bound manner. He said every effort would be put in to make the project a success.
Financial Commissioner Revenue, Commissioner /Secretary to Government Revenue Department, Commissioner Survey & Land Records J&K, Officials of RAM TECH, Officers of Revenue Department, besides other concerned officials attended the meeting.
