Cabinet to approve payment of 7% addl DA to employees, pensioners

JAMMU, Oct 22: In what could be termed as festival bonanza for the State Government employees and pensioners, the Cabinet, which is meeting under the chairmanship of Chief Minister, Omar Abdullah at Civil Secretariat, Srinagar on October 25, will accord approval to the payment of 7% additional Dearness Allowance (DA) at the revised rates with effect from July 1, 2012.
Authoritative sources told EXCELSIOR that Finance Department, with the approval of the Minister Incharge, is going to place before the Cabinet a proposal regarding release of an installment of Dearness Allowance at 7% of the pay to the State Government employees, which involves financial implications to the extent of Rs 335.76 crore.
With this decision, the total Dearness Allowance of the State Government employees will increase from 65% to 72% with effect from July 1, 2012. The enhancement of DA will also apply to the work charged/ whole time contingent paid employees working in a regular time scale. This increase will apply in the case of All India Service officers, serving in connection with the affairs of the State, sources said.
The DA arrears with effect from July 2012 to September 2012 will be paid in cash to the State Government employees this month and the enhancement of 7 % in DA will form part of the monthly salary from October 2012 onwards, sources further said, adding the Government servants, who are governed by the New Pension Scheme (NPS), will be paid the DA arrears in cash this month but the employees’ share at the rate of 10% will be deducted at source and credited to their individual PRAN numbers along with the matching share by the employer.
The release of the Dearness Allowance installment at the rate of 7% to pension/ family pension will increase the total DA of State pensioners/ family pensioners from 65% to 72% with effect from July 1, 2012. The arrears on account of the enhanced rate of DA from July 2012 to September 2012 will be paid in cash to the State pensioners/ family pensioners during the current month and thereafter the enhanced amount of DA will form part of the monthly pension, sources said quoting the proposal of the Finance Department.
“The payment of DA installment and raising the existing rate of DA from 65% to 72% is in consonance with additional installment of DA paid to all categories of Central Government employees and pensioners/ family pensioners”, sources said, adding “the orders for revised rates of DA with effect from July 1, 2012 in respect of those employees, who continue to draw their pay and allowances in the pre-revised scales of pay as per the 5th Pay Commission, will be issued only after the Government of India notifies revised rates”.
The Cabinet will also accord sanction to the release of grade of Time Scale of KAS in favour of two retired officers——Naresh Kumar Choudhary and Abdul Jalil Malik (Excise and Taxation Feeding Service).
It will also give approval to delinking of Electric Sub-Division Pattan from Electric Division-Sumbal and linking it to Electric Division Sopore.
