JAMMU, Nov 12: The Central Administrative Tribunal (CAT) Jammu Bench has stopped the salary of 11 top officials including Director Rural Development Department and Registrar of Jammu University for not complying with the orders of the court.
The Division Bench headed by Rajinder Dogra (Judicial Member) and Ram Mohan Johri (Administrative Member) passed orders in this regard in seven different cases. The CAT has also stopped the salary of Chief Conservator of Forests and Research Jammu, Additional Deputy Commissioner (ADC) Jammu along with 7 other officers as a coercive measure for not complying with the court’s order.
In the case titled Rajesh Malgotra Versus UT of J&K, the CAT stopped salary of Director Rural Development Department and BDO Billawar for not filing the reply despite being given 14 opportunities.
In case titled Raman Raina Versus UT of J&K which was filed in the year 2011, more than 14 years have passed neither the counsel appeared for Jammu University and nor the Registrar appeared on the last date of hearing. Thereafter, the court sent notice to the Registrar for appearance but there was no compliance and taking serious note of his conduct the CAT has stopped his salary.
In case titled Praveen Singh and Others Versus Forest Department, the CAT stopped salary of Chief Conservator of Forests and Research, Jammu and Divisional Forest Officer (DFO) Jammu for showing scant regard towards the order of Tribunal.
Likewise even after being given 9 opportunities Division Forest Officer (DFO), Urban Forestry Division failed to file reply as such his salary has also been stopped. Similar was the approach of ADC Jammu and Assistant Commissioner Nazool Jammu as such CAT directed to stop their salary.
All the concerned DDOs have been directed to ensure that salary of these officers be stopped with immediate effect till further orders. Further, the Administrative Heads of the concerned departments have been directed to conduct enquiry and take action against these officers as per the CCS Rules and the report of the same be placed before the court.
