CAT stops salary of 12 officers

JAMMU, July 28: Central Administrative Tribunal (CAT) Jammu Bench has stopped the salary of 12 officers including two of Defence forces for non-compliance of the directives.
The orders regarding stopping of salary of these officers have been passed by Judicial Member Rajinder Singh Dogra in 12 different cases where the orders of the court have not been complied with by the respondents and even replies have not been filed during last five to seven years.
In a case pertaining to appointment of class-4 employee, the Deputy Commissioner Rajouri had not filed reply during the last more than 12 years but when his salary was stopped the reply was filed within two days.
The salary of Director Libraries was also stopped in a five year old case of Bansi Lal. The other officers whose salaries were stopped included Superintending Engineer (PWD) Jammu, Chief Engineer Jal Shakti Department, Chief Engineer E&MRE Jammu, Executive Engineer PWD Construction Division-II, Chief Engineer PWD, Treasury Officer, New Plots, DFO Marwah, Principal GMC Kathua, Executive Engineer PDD Kishtwar, Garrison Engineer MES Basohli and Commandant 15 Field Ammunition Department.
The DDO concerned have been directed to stop the salary of these officers with immediate effect and till further orders. Moreover, the administrative heads of these officers have been directed to initiate enquiry against them and report of the same be placed before the CAT along with the reply.
“Non-filing of reply by the respondents leads to unnecessary delay in giving justice to the litigants, who are running from pillar to post in order to get the justice”, the CAT said, adding “nobody is above the law and in order to uphold the majesty of the law adverse orders are passed”.
