CAT stops salary of 2 CEOs

JAMMU, Sept 19: The Central Administrative Tribunal (CAT), Jammu Bench has stopped the salary of Chief Education Officers (CEOs) of Jammu and Doda.

The order has been passed by Judicial Member Rajinder Singh Dogra while taking serious note of non-implementation of the orders passed by the CAT even after being granted so many opportunities.
Sonal Maini, a migrant serving as a teacher in Jammu and suffering from cancer, has not been given the salary since last seven years. The court observed, “how a person who is a migrant and is suffering from a serious disease is meeting her expenses and for them salary is the only source of income”.
The Chief Education Officer, Jammu appeared before the court twice and assured that the salary of the applicant would be released within 15 days but surprisingly it was not released so the court took the coercive action to stop the salary of CEO Jammu to make him realize how a person who is devoid of salary since last seven years is surviving.
In another case pertaining to appointment as Hostel Warden, the Chief Education Officer, Doda vide orders dated 14.08.2024 and 19.07.2024 was directed to make appointment within a period of two weeks, failing which he was directed to remain present before the court.
Twice he was granted the opportunity to comply with the directions but still on 06.09.2024 neither he appeared before the court nor the order was implemented. The Division Bench of CAT comprising of Rajinder Singh Dogra (Judicial Member) and Ram Mohan Johri (Administrative Member) took coercive action to stop the salary of the officer till further orders.
