CB unearths fake migrant ration card scam

JAMMU, Jan 23: Crime Branch Jammu has registered a FIR in fake migrant ration card scam.
According to the FIR, a written complaint lodged by Avtar Krishan Bhat, son of Kanshi Nath Bhat of Muthi was received in Crime Branch wherein it was alleged that Jai Kishori Koul, wife of late Bhushan Lal Koul of Muthi, Neetu Koul, wife of Avtar Krishan Bhat of Pulwama and Vicky Koul, wife of Anil Kumar of Chandigarh were living at Jammu prior to the migration of Kashmiri Pandits and the head of the family Bushan Lal Koul was an employee of MES thus the family was not entitled to be registered as migrant for the purpose of migrant relief and  ration card.
However, these persons in connivance with the officials of the Relief Organization managed issuance of forged and fabricated migrant ration card since 1990 despite having a regular ration card already issued by the Zonal Officer, Relief Organization, Digiana-II Jammu.
In this way, they obtained relief in the shape of kind as well as cash at the rate of Rs 4000 per month since then. It was further alleged that in the migrant ration card, in place of the photograph of Bhushan Lal Koul being the head of the family, the photograph of one Rajesh, an employee of the Relief Organization was affixed therefore, the matter may be investigated.
On receipt of this complaint, a Preliminary Verification was initiated in the Crime Branch and it was found that Bhushan Lal Koul being the head of the family and husband of accused Jai Kishori Koul was serving as storekeeper Grade-I in MES at Awantipora, Pulwama and retired from service on 30.06.2005 and was getting pension.
After his death, accused Jai Kishori received the pension. However, being already registered at Migrant Zone Digiana, Jammu with Bushan Lal Koul as the head of the family, she, by resorting to fraudulent means intentionally filled up the D-Form and after deleting the name of her husband, got herself registered as the head of the family with five souls in connivance with the officers/officials of the Migrant Zone Bari Brahmna, Jammu solely in order to cause wrongful gains to themselves in the shape of relief and wrongful loss to the State exchequer.
Crime Branch, after thorough investigation, found that the omissions and commissions on the part of Jai Kishori Koul and officers/officials of the Migrant Zone Bari Brahmna/ Relief Organization, Jammu, prima facie, constitute offences punishable under Section 420, 467, 468, 471, 120-B RPC. Accordingly, a case has been registered.
