CBI raids JKEDI Jammu office in multi-crore scam

Srinagar, Mar 20: A team of Central Bureau of Investigation (CBI) today raided Jammu and Kashmir Entrepreneurship Develo-pment Institute (JKEDI) office in Jammu and seized records pertaining to multi-crore scam that was exposed by the Excelsior two years ago.
An official said that a team from CBI today raided the EDI office Jammu for investigating the bungling and frauds committed in the construction of buildings, sanctioning of loans and some other illegalities by former Director of EDI, Professor Mohammad Ismael Parray. The records pertaining to these frauds were seized by the CBI.
It may be mentioned here that Excelsior in 2018 exposed the multi-crore scam in construction of buildings and sanctioning of loans to the defaulters.
The EDI had done over a dozen massive construction works for Rs 55 crore between 2015 and 2018 without any administrative approval or technical sanction, with tenders invited and Detailed Project Reports (DPRs) prepared for only a few works.
The construction work of JKEDI main building and Public Relations (PR) office was started at Jammu in November 2017 at the cost of Rs 11.50 crore without any administrative approval and technical sanction.
Similarly the construction of Guest House of the JKEDI was started in Jammu at the cost of Rs 6 crore without any administrative approval and technical sanction.
The Construction of Centre for Training and Skill Development (CTSD) building at Pampore was started in April 2015 at the cost Rs 30 crore without any administrative approval and technical sanction was launched.
The construction of staff quarters for JKEDI at Jammu at the cost of Rs 3 crore without tender, DPR and without any Administrative Approval and technical sanction was launched.
The Construction of Kiosk was started at JKEDI Pampore at the cost of Rs 55 lakh without tenders, DPR and Administrative Approval and Technical sanction.
The Construction of Public Relations (PR) building at JKEDI Pampore was done at the cost of Rs 12.5 lakh without tenders, DPR prepared and Administrative Approval and Technical sanction.
The renovation works of Guard room at JKEDI Pampore was done at the cost of Rs 18 lakh without tenders, DPR prepared and Administrative Approval and Technical sanction.
The renovation works of G&C building at JKEDI Pampore was done at the cost of Rs 10 lakh without tenders, DPR prepared and Administrative Approval and Technical sanction.
The Construction of Security barrack and bunkers at JKEDI Pampore was stacked at the cost of Rs 50 lakh without tenders, DPR prepared and Administrative Approval and Technical sanction.
The Construction of storage shed at JKEDI Pampore was done at the cost of Rs 21 lakh without tenders, DPR prepared and Administrative Approval and Technical sanction.
The Renovation of Guest House at JKEDI Pampore was done at the cost of Rs 60 lakh without tenders, DPR prepared and Administrative Approval and Technical sanction.
The Renovation of Women Center, Press Enclave, Srinagar for JKEDI was done at the cost of Rs 1. 05 Crore without tenders, DPR prepared and Administrative Approval and Technical sanction.
The then Director had refinanced the defaulters of Youth Start-up Loan Scheme (YSLS) in J&K at the cost of genuine entrepreneurs despite having no rehabilitation policy for the units sponsored by the Institute.
The JKEDI had given the NMDFC loans to over 70 beneficiaries since 2016 on the verbal instructions of the Director on the pretext of having defaulted due to floods or unrest in Kashmir.
Under the NMDFC, the EDI had given loan to the tune of around Rs 150 corers and under YSLS it had disbursed around Rs 70 corers loan with over 15 percent default in both the schemes. Source said that then Director was forcing employees to give loans recklessly without ascertaining credibility of the beneficiaries.
