Better late than never , the ill-famed and odious multi crore “Roshni” land scam is going to be probed into by the country’s Premier Investigating Agency – the Central Bureau of Investigation (CBI). In the history of infamous frauds and scams coupled with extraneous considerations -political demographic and social – conceived and sustained by the political power in the erstwhile state of Jammu and Kashmir, Roshni land scam acquires its unprecedentedly top villainous position. In a historic judgment Division Bench of the Jammu and Kashmir High Court has ordered transfer of the multi -crore (Rupees) Roshni land scam nothing short of a loot, to the CBI. It has further directed it for filing Action Taken Report (ATR) after every eight weeks for monitoring purposes by the High Court.
For quite some time, the Jammu and Kashmir Anti Corruption Bureau (ACB) had proved ostensibly either incompetent to probe a scam of such a big dimension and connotations of purposes beyond the mere loot of Government land of thousands of Kanals or was constantly under different types of ”pressures and pulls” invisible and veiled, as despite elapsing of years in a row, no substantial progress had been made. ‘Excelsior’, therefore, in its edition of Sept 23, 2020 had dropped sufficient hints about the notorious and disgraceful scam to be got investigated by the CBI. It should, now , be the sincere endeavour of the bureaucracy, the petitioners in the PIL and other concerned to provide all material and information to the CBI, is what the Division Bench has desired in its order passed in the matter. In yet another significant part of the order , the DB has warned those officers found not extending necessary cooperation to the CBI in its investigation would be held guilty of contempt of the court. Let us hope, all layers of the conspiracy and the design of and behind this stinking land scam, are uncovered and the culprits punished.
