Sir,
Unilateral ceasefire proposal decided in All Party meeting held in Summer Capital does not look conducive as of now when the situation is still grave. It has been found in 2000 when such an exercise was undertaken, it did not prove satisfactory. At that time we had to face a major terror attack at the Srinagar airport. Who does not want that peace should return in the valley, but there is no guarantee that the Pakistan based terrorists would reciproacte if the Central Government agrees to the proposal.! There is no guarantee that terrorists will reconcile and allow bi-lateral ceasefire to move ahead. The cross border terrorism has been sponsored by our neighbouring country and the exercise of ceasefire should be initiated by her. Today our security forces have maintained tremendous pressure on the militant outfits in the valley and the need of the hour is to strengthen the hands of the Army personnel. The State Government needs to take some effective measures so that lasting peace can be restored but unilateral ceasefire is not going to serve any purpose in the prevailing situation. It is pertinent to mention here that time is not ripe for the uni-lateral ceasefire and if such measures are taken it would discourage the security forces who are fighting tooth and nail in the Kashmir valley. It cannot be denied that if unilateral cease-fire is held, it will prove counter-productive and would give the militants a chance to regroup. The present situation in the Valley demands that the pressure the Army has maintained on the militants need to be continued till normalcy is restored.
Yours etc….
