JAMMU, Dec 3: Chairman/Chief Executive Councilor, Ladakh Autonomous Hill Development Council, (LAHDC) Leh, Jamyang Tsering Namgial and former Minister Chering Dorjay today met Advisor to Governor, Kewal Kumar Sharma here at Civil Secretariat and discussed several developmental issues of Leh district.
Secretary, Ladakh Affairs Department, Reva Kumari, Deputy Chairman, LAHDC, Leh, Gyal P Wangyal, Executive Councillors, Phuntsog Stanzin, Mumtaz Hussain and Tsering Sangdup were present at the meeting.
The Advisor discussed preparations of power department for winter season and electricity generation in the district. He said that directions have already been passed for the completion of vital Alasteng grid station within the stipulated timeframe that will strengthen the power transmission system to Leh-Ladakh region and Kashmir valley.
The CEC, Leh submitted a memorandum listing various demands including grant of 10% Special Duty Allowance (SDA) in favour of State Government employees serving in Leh, augmentation of District Hospital Leh , works under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) and Hospitality and Protocol Department in the district.
Further demands listed are related to creation of posts for Nubra Development Authority, filling up of vacant positions in Leh district in consultation with Ladakh Affairs Department and LAHDC, Leh, creation of post of Bodhi and Arabic Teachers in High and Middle School of Leh district, development of infrastructure for Kumb Mela of Himalaya at Hemis (Naropa 2016), change in BADP Action Plan Approval and Funding Circle.
Discussion on languishing projects in Leh district was also held during the meeting.
The Advisor assured the Council that all the genuine concerns, put forth in the meeting, will be taken up to the concerned departments for examination and appropriate actions. He suggested for analyzing the feasibility of the upgrading requirements for District Hospital, Leh.
Meanwhile, a delegation of Association of Industries, Jammu (AoIJ) called on Advisor in presence of Principal Secretary, Industries and Commerce, Shailendra Kumar and submitted the memorandum of demands.
The delegation led by its President, Rattan Dogra put forth several demands pertaining to Micro / Small Industrial Units including restoration of Competitive Edge under GST regime, Government order of mandatory local labour employment and new negative list issued by the Government for budgetary support in lieu of CST exemption.
The members of the delegation while demanding a change in the Government order for a mandatory local labour employment policy drew the attention of the Advisor towards the difficulties they are facing to achieve the 90% employment to the permanent residents of J&K as per Government order keeping in view the non-availability of the specialized or skilled labour in the state. They informed that while allowing budgetary support to industry, the Government has made it conditional for compliance of its order where it mandates a 5% increase in local labour to be increased yearly so as to reach 90% eventually.
The Advisor assured the delegation that all their genuine demands will be taken up for detailed assessment for further necessary actions. He asked them to consider the suggestion of publishing a periodic journal or magazine for Industries in the state.
Meanwhile, a delegation of prominent citizens of Udheywala area including District and Session Judge (Retd), B N Tingloo and Col. Iqbal Singh Baloria (Retd) led by Ex-MLC, Kashmira Singh submitted their demands regarding construction of park and play ground at vacant JDA land at Udheywala, Jammu. The Ex-MLC further put forth a demand for construction of small tunnel through Sundrikot Shivalik Ridge near Bhini River Bridge (Billawar) on Dhar -Udhampur Roads to link NH-1 A, Kathua
Councillor, Municipal Ward No 67, Suraj Parkash Padha submitted demand pertaining to repairing of some roads, lanes and drains of his ward.
