Central Secretariat officers approach Dr Jitendra for timely promotion

NEW DELHI, Aug 30: A delegation of Central Secretariat Service (CSS) officers, led by Senior Vice-President CSS Group ‘A’ Officers organisation, J B Sharma and other office bearers, called on Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here and pleaded their case for timely promotion which, according to them, had got unduly delayed.
The members of the delegation also submitted a memorandum and lamented that even after putting in nearly 30 years of service, several among them have not been able to secure even one single promotion in their entire career. This causes lot of harassment and demotivation for them and also gives them a feeling of awkwardness among their colleagues in the Government as well as in the social circle.
The members of the delegation also brought to the notice of the Minister that one of the two officers among them, who retired last month, that is, in July 2017, had attained eligibility but despite the availability of vacancies, he had to superannuate without getting a promotion. Similarly, they said, three more officers among them  are due to retire in September 2017 and if the same trend continues, they would also be superannuating with a heavy heart, with loss of financial benefit as well as official status.
As per the memorandum submitted by the delegation, the Deputy Secretaries of SL-2012, attained eligibility for promotion as Director with effect from 1st July, 2017 but the meeting of the Departmental Promotion Committee (DPC) was yet to be convened. They also claimed that recently the Department of Personnel & Training (DoPT) had implemented orders of the High Court wherein eligibility for next promotion was reckoned from 1st July, 2017 (Select List Year) despite delay of 20 years in issuance of Select List. The members of delegation, in writing, requested the DoPT to convene the meeting of DPC without further delay.
Dr Jitendra Singh gave a patient hearing to the officers and the members of the delegation. He said, the DoPT will examine all the facts and take a view accordingly.
