Centre clears Border Mgmt Solutions for Jammu sector, fixes Aug deadline

JAMMU, Dec 16: With no let up in infiltration attempts and recent twin terror attacks by the militants at Ramgarh and Nagrota in Jammu, the Government of India has adopted multi-pronged approach to curb such attempts with the use of high quality sophisticated system along the borders with deadline for completion of works fixed at August 31, 2017.
Official sources told the Excelsior that the Government of India was deeply concerned about the infiltration attempts though majority of them were being thwarted by the security personnel and want to further reduce level of the intrusion bids to zero for which Comprehensive Integrated Border Management System (CIBMS) is being built and deadline of August 31, 2017 has been fixed for its completion along the 198-kilometers long International Border of Jammu sector.
“Similar technology along the International Border with Pakistan in other States of Punjab, Rajasthan and Gujarat is likely to take about a couple of years to complete as the Central Government has kept Jammu border on top priority in view of maximum infiltration attempts taking place in this sector,” sources said.
The multi-pronged appr-oach adopted by the Central Government to curb the infiltration on the borders include construction of fence, floodlight, Border Out Posts (BoPs),  induction of latest sur-veillance equipments like Hand Held Thermal Imager (HHTI), Long Range Recee Observation System (LRR-OS), Night Vision Goggle/ devices.
“The Government of India has also decided to deploy technological solutions in the form of Comprehensive Integrated Border Management on a pilot basis to begin with, in different terrains along Indo-Pakistan border. It is based on integration of manpower, underground, under water sensors, networks, intelligence and command & control solutions, including options such as Electro-Optic Sensors (high resolution day & night cameras), radars and other devices,” sources said.
They added that as per procurement schedule, technical evaluation of offered technologies is in progress and deployment of CIBMS in Jammu on pilot basis is likely to be completed by August 31, 2017.
According to sources, the Centre has placed Jammu frontiers with Pakistan, starting from Lakhanpur, gateway of Jammu and Kashmir, and lasting up to Akhnoor, totaling 198 kilometers spread over three border districts of Kathua, Samba and Jammu. As this sector has almost regularly been targeted by the militants for infiltration and carrying out terror attack, the Centre has kept this sector on priority for Comprehensive Integrated Border Management Solutions while the borders in other States with Pakistan would be taken up slowly.
However, sources said, the Government has decided to put similar mechanism in place for the borders with Pakistan in all the States.
Meanwhile, after a lull of over three weeks, the ceasefire on the Line of Control (LoC) was violated again with Pakistani army today resorting to heavy cross-border firing at Indian posts and civilian areas in Balakote sector of Poonch district.
“Pakistani army violated ceasefire, targeting Indian positions along the Line of Control in Balakote sector. The firing started at 9.15 am and continued for 45 minutes. Our soldiers gave a befitting reply,” sources said.
The ceasefire breach comes after a lull of over three weeks. Two BSF jawans were injured in shelling by Pakistani troops along the LoC on November 23, a day after three Indian soldiers were killed and the body of one of them was mutilated in North Kashmir’s Kupwara district.
Sources said shells fired by the Pakistani troops landed in civilian areas in the sector. However, there was no report of loss of life or injury to anyone.
The Pakistani army said one civilian was killed and eight others were injured on their side in the exchange of fire at village Mohra in Nakyal sector of Pakistan occupied Kashmir (PoK).
Pakistan said their bus was hit by a mortar shell in which the bus driver was killed and eight others were injured.
