NEW DELHI, Nov 18: In a significant decision , the Union Cabinet meeting chaired by Prime Minister Narendra Modi today approved the proposal for providing relief to the migrants of hilly areas of Jammu division at par with the relief being provided to Kashmiri migrants, thus, raising it from Rs 400 per head per month to Rs 2,500 per head per month with maximum Rs.10,000 per family per month, involving a total estimated expenditure of Rs 13.45 crore per annum.
This was disclosed here today by Dr Jitendra Singh, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, who briefed the media about important Cabinet decisions along with Union Minister of State (Independent Charge ) for Power,Piyush Goel and PIB chief Frank Norana.
Dr Singh said, today’s Cabinet decision will address a long pending demand of Jammu migrants to be treated at par with KP migrants.Presently the State Government of Jammu and Kashmir is providing cash relief of Rs.400 per head per month with maximum upto Rs.1600 per family per month in addition to cash assistance of Rs.300 per cattle per month for purchase of fodder, plus dry ration 9 Kg. Atta, 2 Kg. Rice per person per month and 10 litre kerosene per family per month to the migrants of the hilly areas of Jammu division.
The new new proposal would enhance the relief being provided to the migrants of the hilly areas of Jammu division at par with the Kashmiri migrants i.e. a cash relief of Rs.2500 per head per month (maximum Rs.10,000 per family per month) plus relief for ration/fodder. The expenditure incurred by the State Government in this regard would now be reimbursed by the Government of India.
In another important decision, Dr Singh said, the Union Cabinet meeting chaired by the Prime Minister gave its approval for providing additional State Government jobs and transit accommodations in the Kashmir Valley for rehabilitation of Kashmiri migrants involving a total estimated expenditure of Rs.2000 crore.
Elaborating further, Dr Singh said, the new proposal provides for additional 3,000 State Government jobs to the Kashmiri migrants with financial assistance from the Government of India and to construct 6,000 transit accommodations in the Kashmir valley for the Kashmiri migrants to whom State Government jobs have been provided or will be provided. The financial implication in this respect would be borne by the Government of India.
Pertinent to mention that terrorist violence/ militancy in Jammu & Kashmir, particularly in its early phases, had led to large scale forced migration of members of the Kashmiri Pandit community along with some Sikh and Muslim families from the Kashmir valley. Presently there are about 62,000 registered Kashmiri migrant families residing in Jammu, Delhi, NCR and other parts of country. Besides the families, who migrated from the Valley, many families migrated from different hilly areas of Jammu division to safer places of nearby towns due to security reasons. At present there are about 1,054 registered Jammu migrant families.
In another major decision,particularly in the aftermath of Paris terror attacks, Dr Singh announced that the Cabinet has decided to fast track the implementation and complete the implementation of the “Crime and Criminals Tracking Network System (CCTNS) project by March 2017 including implementation of ICJS. Major new components included as part of the revamped project are Integrated Criminal Justice System (ICJS).
The total outlay for the project is Rs. 2000 crore. CCTNS Project will interconnect about 15000 police stations and additional 5000 offices of supervisory police officers across the country and digitize data related to FIR registration, investigation and charge sheets in all police stations.
Dr Singh also announced amendment to Atomic Energy Act 1962 in order to allow Nuclear Power Corporation of India Limited (NPCIL) to enter into joint vetures with other companies/PSUs to set up new projects.
