Jammu/SRINAGAR, Sept 21: Bharatiya Janata Party (BJP) general secretary Ram Madhav today said that Centre is ready for unconditional dialogue with separatists in Kashmir and expressed confidence that normalcy would be restored in the State soon provided political parties don’t engage in game of provocations.

Speaking to reporters here, Madhav said that Government is ready for dialogue with separatists without any pre-condition. “Those who want to come for dialogue we are open. We are ready to talk to everybody who wants to come and have a dialogue without any pre-conditions,” he said.
The BJP leader said, “we have been saying since the beginning that our doors are open for dialogue to all the stakeholders of the State. They (Hurriyat) are welcome to come and have a dialogue with State Government as well as Centre Government,” he said.
“We are open for dialogue but the question should be asked to those who don’t want to be part of dialogue,” Madhav said.
The BJP leader said he is confident that the normalcy will be restored in the State provided the opposition parties don’t engage in political game of provocations. “We are very confident that normalcy will be restored in the State very soon if the opposition parties also cooperate with us and if they don’t engage in political game of provocations and very soon we will see complete normalcy in the State”, he added.
Madhav said that Government would provide good governance to the State and focus on development for next three years. “Our Government would like that normalcy is totally restored in the State. People of the State have suffered enough and now it is the time that they get focus of development. Our Government and we would together focus for next three years on development of the State. We are committed to give good governance to the people”, he added.
“Kashmir is ours and Kashmiris are our own people. So that the statement the Prime Minister has given from the Red Fort on August 15 that Kashmir’s solution is not through bullet but with love and affection (not with Goli but Galay laganay say)”, BJP leader said.
Madhav said coalition is working very well in the State. “As far as Coalition Government of PDP and BJP is concerned it is working very well, unitedly the parties are working for the development of the State”, he added.
The BJP general secretary expressed happiness over the decline in militancy in the State. “We are happy that due to the efforts of security forces and Jammu and Kashmir Police, the problem of militancy seems to be on decline although the incidents are taking place occasionally”, he said.
“Terror activities are on decline in the State. As far as sporadic incidents are concerned our security forces as well as J&K Police will take necessary measures to ensure that further incidents don’t take place”, Madhav said.
The BJP leader said that Government won’t allow Pakistani designs to succeed in Jammu and Kashmir. “As far as sporadic firing from across the border is concerned and the incidents inside, the neighbor will continue to play games here but we won’t allow it to succeed”, he said.
On Rohingya issue, the BJP leader said that it will be dealt in view of security concerns of the country.
“Look the Rohingya issue is before Supreme Court. Government of India has said that this issue will be handled, keeping security concerns in mind. It will be dealt keeping in view security perspective also besides other issues. As far humanitarian issue is concerned, we have to take care of human rights and humanitarian concerns of 125 crore Indians. That is why I said keeping in view security concerns, right to life and humanitarian concerns of 125 crore Indians appropriate decisions will be taken on the issue”, he added.
“Our people think that BJP is getting more and more support from State especially Valley under the leadership of Narendra Modi. As workers they expect help from the Government and we will take the issue with the Ministers of BJP and PDP”, Madhav said.
Earlier Madhav while addressing the party office bearers, district presidents and senior leaders of the State at the residence of Deputy Chief Minister, Dr Nirmal Singh, said that BJP-PDP coalition will run full six year term in the State. He said BJP is making inroads in Kashmir day by day and it has proved our opponents wrong that it is an untouchable for the minorities.
“Running the Government in coalition in this border State for last three years has proved the opposition parties like Congress and National Conference wrong who for decades together had spread canards that BJP is an untouchable,. Our party is gaining ground in Kashmir and people are joining it from every corner of the Valley”, party sources told Excelsior while quoting Madhav.
Sources said Madhav exuded confidence that in next elections the Party can frame the Government on its own in the State by winning some seats from Kashmir Valley also. He urged partymen to work hard for attaining the goal and remain in touch with masses to gain their confidence.
Rejecting the adage that BJP is a communal party, Madhav said that his party is for the welfare of every individual irrespective of his caste, creed, region and religion. “ Our belief is justice to all and appeasement to none and the party sticks to this ideology strictly in governance”, he added.
Madhav said Centre is ready for talks even with separatists provided they have faith in Indian Constitution and own India as their country. “Talks under the ambit of Indian constitution are welcome but not on the agenda of Pakistan or separation from Indian Union,. “Sky can be limit if separatists express faith and allegiance in the Constitution of the country”, he added.
Referring to Article 35-A Madhav said that the matter is sub-judice and every one has to accept the verdict of the court “but I personally favour that its discriminatory part should be removed”, he added.
The BJP leaders assured the partymen that district presidents of the Party will be given the security and vehicles as has been given to PDP district presidents in the Valley.
While, appreciating the concern shown by the district presidents and other leaders that ministers and officers don’t respond to them, Madhav said that ministers will hold public darbar at Srinagar to listen the public issues taken up by party activists and assured them that he will take up all the issues taken up by them during his meeting with ministers and ensure that the respective local leaders of the party will accompany the ministers during their tour to their areas in the Valley.
The meeting among others was attended by BJP State general secretaries Ashok Koul and Dr Narinder Singh, MLC Sofi Mohammed Yousf, Corporation VCs, Khalid Jahangir and Ali Mohammed Mir party spokesman Altaf Thakur, Party incharge Veer Saraf, district presidents and other office bearers.
Later Madhav held the secret one to one meeting with BJP Ministers at Hotel Taj in the evening and every minister was closeted with him for half an hour, sources said. But what transpired in these meetings was not known as all ministers remained tight lipped and did not disclose that what Madhav discussed with them.
The BJP national general secretary after a night halt at Srinagar will reach Jammu tomorrow morning. He will meet cross section of party leaders and legislators here and take a complete feed back on working of coalition and the organization from them before leaving for Union Capital, sources added.
