JAMMU, Oct 25: Chief Electoral Officer (CEO) Umang Narula has pointed out to the Government that some Government departments were resorting to large scale transfers and postings of officers, whose posts have been designated as Returning Officers and Assistant Returning Officers in violation of guidelines/instructions issued by the Election Commission of India.
He also pointed out that while ordering transfers and postings of such officers, even local officers are being posted as replacements in violation of the Election Commission instructions.
After the CEO took serious note of such transfers, General Administration Department (GAD) Secretary MA Bukhari today issued a Circular calling upon all concerned departments to review transfers of officials, who have been notified as ROs or AROs or whose transfers have been orders in violation of the Election Commission guidelines.
The GAD has directed the departments to reverse the transfers and postings, which have been made contrary to the EC guidelines including that or ROs and AROs. It has also sought a report from the departments on implementation of the ECI order.
