The recent attacks of terrorists at Dina Nagar, District Gurdaspur in Punjab and near Udhampur its changing State of tactics adopted by them. These places considered till now safe have become target places for militants. Our security forces have never taken into account that militants will attack there. Here innocent people become easy target at the hands of militants. This changed design of militants has posed a new challenge in the rank and file of our security agencies.
In such situations we have to plan a proper mechanism that would stand, a death blow for them in future. Our security forces cannot guard every spot in and outside the Valley which is impracticable in all circumstances. Under these circumstances Village Defence Committees can play a positive role in counter operations against militants wherever they will raise their head. In this task Govt should equip these committees with latest weapons and good facilities. The retired Army persons and policemen can also prove very helpful in combating terrorism If Govt. wills to make use of their experience. Vigil is a must in every locality sofar as strategy of militants is concerned.
