Charanjeet moves petition for breach of privilege proceedings against DC Kathua

JAMMU, Mar 4: Independent MLA from Kathua, Charanjeet Singh has moved a petition for initiating breach of privilege proceedings against Jatinder Kumar Singh, District Development Commissioner, Kathua.
“NFB sector is one of the component of the District Plan under which the ceiling of Rs 45 lakh was communicated to the Deputy Commissioner’s office before the formulation of the plan. However, DDC reflected the proposed allocation as zero in the said plan”, Mr Singh said while raising the issue during the Zero Hour.
In reply to cut motions regarding the ceiling of the said sector, the Minister for Planning has shown the ceiling to the tune of Rs 45 lakh, he said, adding the Minister has even given the details of the works which have been executed under the said head. The MLA said that Planning Minister has further replied that the works have been executed with the approval of the DDC Kathua.
In the petition seeking breach of privilege proceedings against the DDC, the MLA has pointed out that perusal of the works shows that most of the funds have been utilized by the officer either in his office or residence and the quarters of his departmental officers.
“A single penny has not been released for repair of those quarters for which request was made by me for release of funds on the basis of estimates submitted by the XEn PWD Division Kathua especially for the work regarding construction work of meeting hall in Quarter No.7-C approved by none else than the Chief Minister”, Charanjeet Singh said, adding “even a single penny has not been released for repair/renovation of KV school building as such he has raised a question mark on the competency of a MLA to identify the developmental works in his constituency especially regarding construction of buildings of sheep/veterinary centres”.
During the Zero Hour, Bishnah MLA Ashwani Kumar Sharma demanded early settlement of the issues of refugees and while alleging discrimination with them staged walk-out.
Ashok Kumar demanded upgradation of schools in his constituency while as M Y Tarigami called upon the Government to address all outstanding issues of the Government employees and regularization of the service of Daily Wagers in various departments.
Javed Ahmed Dar demanded filling up of all vacant posts of doctors and para-medical staff in his constituency while as Jagdish Raj Spolia demanded benefits of reservation for Kohli community in line with SC/ST communities.
Balwant Singh Mankotia demanded relief for the migrants of Jammu division at par with Kashmiri migrants.
Shamima Firdous, Mohammad Ashraf Ganai, Prof Chaman Lal Gupta, Yashpaul Kundal, Hakeem Mohammad Yaseen and Er. Abdul Rashid also raised issues of important public concern.
