Chargesheet filed against Ex Director CAPD for irregularities in issuance of K Oil licenses

JAMMU, July 8: Crime Branch Jammu today produced charge-sheet against Subash Chander Jandyal, former Director, Consumer Affairs and Public Distribution (CAPD) Department for irregularities in issuance of Kerosene Oil licenses.
Chargesheet in case FIR number 31/2007, under section 5(2) PC Act Svt 2006 was produced in the Court of Special Judge Anti-corruption, Jammu for commission of grave violations in the issuance of Kerosene Oil licenses during posting of Subash Chander Jandyal as Director CAPD Department in the year 2001 and 2002.
The case owes its origin to a complaint lodged by Under Secretary to Government, CAPD Department, J&K, wherein among other allegations it was alleged that large number of Kerosene Oil licenses have been issued in Jammu city without observing any norms & rules.
Investigation conducted has established that S C Jandyal, during his posting as Director CAPD Jammu on extension of service for two years after actual period of retirement, without any directions from the Government and without any authority /indenting received from the field staff and without any public outcry from the general public, abused his official position for his pecuniary gains and after bypassing the laid down norms and guidelines of the Government and without issuing any direction to the field staff to keep any check on the sale of their allotted/highly subsidized kerosene oil quota, issued 730 Kerosene Oil licenses, with the result most of these kerosene depot holders sold their monthly allotted highly subsidized Kerosene oil quota at their sweet will, which gave rise to the black marketing.
