Chief Justice calls for filling up vacancies of Judges

BENGALURU: Chief Justice of India T S Thakur today stressed the urgent need for filling up the vacant posts of Judges in various courts across the country. Speaking at the inauguration of 18th Biennial State-Level Conference of Judicial Officers on ‘Walking The Extra Mile for Judicial Excellence’ organised by Karnataka State Judicial Officers’ Association here, he said “however, shortage of Judges should not come in the way of ensuring justice to all”. Every citizen should get justice.
He said that the country is moving towards digitilisation and Judiciary will also adopt it soon.
Speaking on the occasion, Chief Minister Siddaramaiah, who had practiced as Advocate, said that the advocates can play a vital role in reducing the number of cases. They can appear in courts, every time on time and can use the Lok Adalat Platform to facilitate mutual settlement. ]
Thus, they can act as catalysts to save precious public time.
He said that the judicial Officers too have their role to play for the triumph of justice and also to instil confidence among the litigant public.
Mr Siddaramaiah said that the total number of cases pending in all the subordinate Courts in the State as on November 1, 2016 was 16,24,233, of which Government cases are 91,540.
Stating that the number of Courts in the State has risen to 1,300 from 201 in 1972 and the number of litigations and the litigants have also increased, he said that “since Judiciary is indisputably an esteemed institution, providing necessary infrastructure and other resources lies upon the State Government.
He said that there has been a steep increase in the budget allocation for providing adequate infrastructure to courts in the last three years. The budget allocation, which was Rs 574 Crore in 2013-14 has been increased to Rs 671 crore in 2016-17.
He said that steps were taken for filling up the vacancies of all cadres of the Judicial service as well as the staff in the subordinate courts. Totally 151 posts of Civil Judges have been filled up in the year 2014 whereas 119 posts of Senior Civil Judges are filled up in the year 2015. Further, 5 posts of District Judges were filled up in the year 2015 and 13 posts of District Judges in 2016. Besides, 63 Senior Civil Judges were appointed as District Judges in the year 2014, 80 Senior Civil Judges were appointed as District Judges on promotion in the year 2015.
He said that steps were taken to fill up another 66 posts of Civil Judges. 197 Assistant Public Prosecutors were appointed in 2014.
Mr Siddaramaiah said that his government is seriously considering creating 121 new posts of Assistant Public Prosecutors and recruitment of 275 Assistant Public Prosecutors.
He said that it is planned to fill vacancies of 4334 posts of all categories in a phased manner. Every year 20 per cent of the vacancies would be filled.
Stating that special attention was given to provide necessary infrastructure to courts, he said that a Rs 6.33 Crore project has been approved for the second phase of Computerisation of Courts in the State and in the last three years, 320 Judicial Officers’ Quarters and 892 Court Buildings were constructed.
