In light of SRO 232 dated 22nd July 2015 child care leave has been granted in favour of female employees of the State.
But this kind of leave when demanded by a female employee is not sanctioned due to one reason or the other. Some DDO’s especially in Kashmir division refuse to accept Date of Birth Certificate of their children which have been issued by the Municipality (Department for registration of births & deaths). Some DDO’s demand that Date of Birth Certificates issued by the Municipality be authenticated by Assistant Commissioner Revenue. The Assistant Commissioner Revenue categorically refuses to do it. By doing so DDOs create a lot of hurdles while sanctioning the child care leave. Some DDOs even narrate the story to the employees that it is their discretion to sanction the leave.
I request the State CM to intervene in this matter and address grievances of the female employees. This will help female employees not to move from one door to another for sanction of child care leave.
This SRO was issued for the female employees to look after the educational and health needs of their children below the age of 18 yrs but practically it is not being sanctioned when demanded. Our grievances be addressed at the earliest so that the female employees of this State will not suffer in the hands of DDOs.
