CJ issues series of directions to streamline working of Courts

JAMMU, Dec 10: In a bid to further streamline working of the Courts, Chief Justice of Jammu and Kashmir High Court Justice N Paul Vasanthakumar has issued series of guidelines to the Principal District and Sessions Judges among others seeking information from them by every weekend pertaining to disposal of cases, sitting and rising of the Court etc.
An order containing the directions of the Chief Justice of Jammu and Kashmir High Court has been issued by Registrar General MK Hanjura.
The order said all Principal District and Sessions Judges will keep the Chief Justice updated with cases disposed of by them on each working day.
“The number of cases disposed of, on each working day, by each Judicial Officer serving, as such, within his/her jurisdiction, should be made available to the Chief Justice,” the Order said, adding that they should also mention time of sitting and rising of each Court on every working day.
“The Chief Justice of Jammu and Kashmir High Court has desired that this information should be sent by each Principal District and Sessions Judge to the Secretariat of the Chief Justice every weekend with his/her comments, if any,” the Order read.
It said: “the Principal District and Sessions Judge may send any needful information regarding his/her Court and those subordinate of him/her”.
The Order issued by the Registrar General cautioned that any deviation of the directions passed by the Chief Justice of Jammu and Kashmir High Court will be construed to mean disobedience and lack of control of office, which shall be reflected in the Annual Confidential Rolls of the concerned Judicial Officers.
The Registrar General has forwarded copy of the Circular carrying directions of the Chief Justice to all Principal District and Sessions Judges in Jammu and Kashmir with the request to circulate them among all the Judicial Officers in their respective districts for strict compliance.
Through another Circular, the Registrar General has impressed upon all the Judicial Officers of the State of Jammu and Kashmir to ensure that the monthly, quarterly, half yearly and yearly work done statements are sent to him immediately after expiry of the month, quarter, half year and year.
“The Miscellaneous Petitions shall be numbered in seriatim only with reference to the main particular case,” the Circular said.
It said, for instance, if one Miscellaneous Petition (MP) is filed in the main case, the same shall be numbered as MP No. 1 of 2015 in that case. In case, more than one MPs are field, they shall be numbered as MP No. 1 of 2015, MP No. 2 of 2015 and MP N0. 3 of 2015 etc.
“Giving separate and independent running numbers for the Miscellaneous Petitions shall be done away with hereafter,” the Circular read.
