PULWAMA, May 24: As a part of infrastructural development for the smooth functioning of judiciary in the State, Chief Justice of State High Court, Justice M.M. Kumar today laid foundation stone of new District Court Complex at Pulwama in the presence of Justice Ali Mohammad Magrey, who is Administrative Judge for the District.
The proposed complex will be constructed over a land of 36 kanals to accommodate the Court of Principal District and Sessions Judge and all subordinate courts under one roof. The total cost of the project has been estimated to Rs. 25.15 crore by the J&K State Housing Board, which is executing agency.
A galaxy of guests including, Secretary Law, Mohammad Ashraf Mir, Registrar General, High Court, Suresh Kumar Sharma, Principal Secretary to Chief Justice, M.Y.Akhoon, Registrar Vigilance High Court, A.K. Koul, Registrar Judicial High Court, Aijaz Ahmed Mir, Secretary J&K Legal Services Authorities, R.K. Wattal, Principal District & Sessions Judge Pulwama, Jawad Ahmed, Deputy Commissioner, Pulwama, Manzoor Ahmed Lone, MD, J&K Housing Board, R.P. Sharma, Chief Judicial Magistrate, Masrat Shaheen, SSP, Pulwama, Tejinder Singh, Joint Registrar High Court, Gowhar Majid Dalal, Members of High Court Registry, Judicial Officers of all subordinate courts, Presidents and all Members of Bar Associations of  Pulwama, Tral and Pampore, officers of J&K Housing Board and a large number of prominent citizens were present on the occasion.
While interacting with the media persons after foundation stone laying ceremony, the Chief Justice said that infrastructural development was must to ensure better working environment in the judiciary and efforts are afoot to upgrade the necessary facilities in every nook and corner of the State. Expressing happiness over the proposed court complex, the Chief Justice said that an effort has been made to meet the futuristic requirements of the district, adding that there is plenty of scope for expansion on the acquired land. He directed the executing agency to focus on quality of work and complete the project within a scheduled time frame.
Responding to the queries, Justice Kumar said that High Court has taken several measures for expeditious disposal of pending cases, especially in the far-flung areas. To fast track the disposal of cases, especially in the subordinate courts the efforts are being made to reach out to these courts through video conferencing so that expeditious justice is delivered to the needy. This system has helped substantially and a huge chunk of pendency has been cleared on merit.
He said an effort has also been made to ensure accountability at all levels to restore speedy justice to the needy. He also impressed upon the judicial officers and advocates to maintain sensitivity of the cases and try to deliver speedy justice to the litigants.
The District & Sessions Judge, Pulwama and MD Housing Board briefed the Chief Justice about the features of the project.
Earlier, on reaching at Pulwama, the Chief Justice was accorded guard of honour by the contingents of J&K Police.
