Class IV employee dismissed; penalties imposed on Patwari

LEH, May 17: In two separate cases of departmental inquiries initiated in connection with the violation of Conduct Rules, Deputy Commissioner, Leh, Simrandeep Singh today dismissed a Class-IV employee and fined a Patwari with one month’s salary besides forfeiture of his two annual increments.
An official spokesman said that Class-IV employee, Rinchen Dorje, was dismissed for remaining on unauthorized absence for eight years and going out of country without the approval of competent authority.
The Patwari, Chemet Nurboo was penalised for selling a piece of land of Tibetan Settlement to a Ladakhi women (complainant) for Rs one lakh in clear violation of rules. He was handed over the penalties of one month’s salary as fine and withholding of two annual increments, in terms of the CCA Rules.
The Patwari was accused of misusing his official position by selling one kanal of land to a woman, Yangskit Dolma, for Rs one lakh, which was actually reserved for the Tibetan Settlements in the Choglamsar area of Leh district. The aggrieved woman never got the ground possession of land for many years and finally approached the Deputy Commissioner with her complaint against the erring Patwari.
Accordingly, the Patwari was placed under suspension and a departmental inquiry was initiated against him. Upon conclusion of the inquiry, the DC served a provisional notice to dismiss the Patwari from service. However, only penalties were imposed on the personal request of the complainant, whose monetary loss was compensated by the Patwari.
